That's because the challenger is Cell...again. He wants a rematch, and this time he's ticked. It isn't enough that his genetic makeup is of some of the fiercest fighters and villians ever born. He's also been training in the underworld for the last several years under the toutelage of the fiercest evil masters of all time! Because they're all there, and they are all waiting for their revenge...Muah ha ha....

But that means they are just too busy to go to the tournament. That's where you all come in.
